Understanding Your EICR Legal Obligations

The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require you to:

  • Have the electrical installation inspected and tested by a qualified, registered electrician at least every 5 years
  • Obtain a written report (EICR) from the inspector
  • Give a copy to existing tenants within 28 days and to new tenants before they move in
  • Supply a copy to the local housing authority within 7 days if requested
  • Complete all C1 and C2 remedial works within 28 days of the inspection

Local authorities can impose fines of up to £30,000 for breaches. Non-compliance can also invalidate your landlord insurance and affect your ability to serve a Section 21 notice.

An EICR result is graded as follows: C1: danger present, requires immediate action. C2: potential danger, must be fixed within 28 days. C3: improvement recommended, not legally required but advisable.

What Is an EICR?

An EICR (Electrical Installation Condition Report) is a formal inspection of the electrical installation in a property. A qualified electrician checks all accessible wiring, sockets, switches, consumer units and earthing. Every circuit is tested with calibrated equipment.

The inspection takes 2 to 4 hours for a typical flat. Testing is non-invasive in most cases. You receive a written report on the day. If the result is satisfactory with no C1 or C2 codes; your legal obligation is met for five years.

Multi-Property Landlords and Portfolio Management

We manage EICR programmes for landlords and property management companies with large portfolios across London and Surrey. We maintain records, send renewal reminders and co-ordinate testing around tenancy schedules.

HMO landlords have extra requirements. We recommend testing every three to four years. Communal areas need separate circuits, additional RCD protection is required, and smoke detection must cover all habitable rooms. We provide documentation to support your HMO licence application.
